We have made a brief record of your discussions with Sir David Trench on 9 December about the con- duct of Hong Kong's external commercial relations. I attach a copy for your consideration and am sending copies to Mr. Wright in the Hong Kong Government Office also, together with a copy of this minute.

You will recall that the Governor stated that he did not intend to publicise the revised document at this stage but did wish to say in Executive Council that during his visit to London he had achieved a good deal of clarification of this subject and had got a long way towards agreement on a draft document defining the position.
I also attach a draft telegram in reply to Hong Kong telegram No. 901.
