to speak in the GATT not even in the Cotton Textiles Committee_where Hong Kong's position as a signatory of the Long Term Arrangement is somewhat exceptional - "in terms of Hong Kong's policies and interests on ... conflicting lines from the U.K". Nor should I have been able to accept the distinction between the Hong Kong representative and "the U.K. representative proper". There is no possible room for doubt, as regards” member- ship of the CATT in general, that there is only one contracting party representing the U.K. and Hong Kong together.
4. Ir the question of a written concordat is to be pursued I must ask to bo consulted again before anything final is decided which runs counter to the above state- mont of view but I very much hope, as I have said above, that it will be decided to drop altogether the idea of putting anything more in writing. In that event I shall be prepared to reciprocate by not proceeding with any change in the terms of reference under which I accepted Derek Jones as a member of my staff.
