Your letter of 3rd February raised the question of the supply of economic and political information to Hong Kong by certain of our Embassies and High Commissions. You will of course know that this subject came up in 1966, then on behalf of Hong Kong's Export Credit Insurance Corporation, who found themselves faced with the problem of obtaining adequate information on which to assess risks. After two years of argument we had to accept the Board of Trade's refusal to supply copies of such reports as received by ECGD.

I see no reason why we should not have another crack at this from within the merged office and on the basis of direct contact between you and a number of posts. We will pursue this accordingly. There is, however, one point in your proposed letter to posts that worries me a little. of the despatches reporting the political scene can, as you know, deal with some rather sensitive matters. I think therefore it would be helpful if you could give me some indication of the grades of " junior staff" (paragraph 3 of your proposed letter) who would have access to these reports. I interpret this as referring to junior members of the Administrative grade, but would be grateful for your con- firmation.
