telegrams referring to Britain's

relations with other countries;

(iv)

negotiations in which Britain is

involved;

(v)

the affairs of dependent territories;

guidance telegrams (except that

guidance telegrams will continue to

be shown to the Director of Inter-

national Affairs Division of the

Commonwealth Secretariat if a seconded

member of H.M. Diplomatic Service.

Unsuitable for distribution

instructions to posts;

commercial, trade and financial

matters in which Britain is involved;

(iii)

references to sensitive activities or

organisations;

(iv)

telegrams bearing a national caveat

intended to prevent disclosure to the

Corimonwealth Government concerned.
