REPORTS AND TELEGRAMS TO COMMONWEALTH GOVERNMENTS

A. DIPLOMATIC REPORTS RELATING TO FOREIGN

1.

COUNTRIES

Selected diplomatic reports should continue

to be sent or shown to Commonwealth Governments,

their High Commissioners in London and the

Commonwealth Secretariat in accordance with the

following principles.

Australia, Canada, New Zealand

2.

Unless it would be contrary to British

interests to do so, copies of despatches from

posts in foreign countries should be made avail-

able to the Governments and High Commissioners

in London of Australia, Canada and New Zealand

(and, as is traditional, to the Governor General

of Australia).

3. The departmental officer responsible for

authorising the printing and circulation of a

despatch from a post in a foreign country will

consider whether it can be made available to the

Governments of Australia, Canada, and New

Zealand ("Q" distribution): and mark the print-

ing instructions accordingly. In reaching this

decision the officer will take due account of

possible policy divergences with these countries

(if necessary in consultation with the relevant

desk officer) but will naturally bear in mind the

close and confidential exchanges of information

practised between ourselves and these Governments
