Telegrams from certain distributions

are distributed, subject to clearance

with the department concerned with

the subject matter, to the High

Commissioners in London of Australia,

Canada and New Zealand.

6. Full details of the existing procedures (including conditions of supply and the special arrangements for the Commonwealth Secretariat) are set out in Departmental Notice of 6 May, 1968, which summarised previous practice

and instructions, including the relevant section of the

Foreign Office Order Bock and Mr. Eden's Circular

Despatch No. 0114 of 19 December, 1951.

7. The arrangements (apart from those for telegrams)

were reviewed by the Treasury O. & M. Study of the

F.C.O. print system. Their report recommended that

"future circulation of F.0. papers should be confined

to the Governments and High Commissioners in London of

Australia, Canada and New Zealand. It follows that it

will no longer be necessary to use the codes A, Q and

€+."

The arrangements were also studied in the

Commonwealth Office last year. The conclusions to be

drawn from this survey were that:
