It has been agreed in the Office that in exercise
affeurs
of my responsibility for Hong Kong I should approach
you (and certain other Ambassadors and High
Commissioners) for some assistance on the Colony's
behalf.
As you will be aware, Hong Kong as a dependent
territory does not conduct its own external affairs;
that is the responsibility of HMG and in particular
this Office. In practice, however, the Colony does
exercise a considerable measure of responsibility in
deciding its own commercial policy and, in appropriate
cases, for conducting its commercial relations with
other countries. Its commercial and economic
interests are separately represented (within the
Missions concerned) at Washington, Geneva and Brussels,
