Group scheduled for 3 to 4 November before going to the
Trade Committee on 6 November. The Group will also at
this meeting consider any changes which may have to be
made as a result of developments in the United States
position as a result of President Nixon's speech on 31
October.
Beneficiaries
7. The Group was unable to reach agreement on the question
of beneficiaries, and the text to be submitted to the Trade
Committee will contain a short passage in square brackets
focussing attention on the points at issue. Kemmis (UK) made
clear the UK position and, in addition, formally claimed
developing status on behalf of the UK dependent territories.
It seems probable that indications of disagreement on this
point will remain in the documentation to be submitted to
UNCTAD on 15 November.
On reverse and existing preferences,
the USA, Japan, Nordics and Switzerland were unable to obtain
texts to our disadvantage.
