Japanese, though also agreeing to individual transmission of their submission, asked that the final decision on individuel transmission be left to the OECD Council when it meets on 12 November to approve the report from the Trade Committee, numbered C(69)139, containing the common paper for UNCTAD.·

8. The common OECD paper, at least, will be handed over to the UNCTAD Secretary-Gencrel when he visits the OECD Secretary-General on Friday, 14 November. After the OECD Council mocting there will be a short press release enbargoed for the morning of 15 November. The OECD Secretariat will also be authorized to give copics of the common paper, but not individual national submissions, to interested journalists

9. There was general agreement to a suggestion by Norway that the OECD countries should try to channel the immediate response by the UNCTAD developing countries, after they had seen the "substantive documentation", in the direction of their putting any questions in writing to the OECD countries, with the aim that the latter should keep ranks as solid as possible by sub- nitting general replics. Also, while it would be too optimistic to hope that further meetings of the UNCTAD Preferences Committee in the foreseeable future could be entirely avoided, the OECD countries should not agree to the setting-up of more working groups in UNCTAD to start intensive discussion of elements in a preferences scheme: however, further meetings of the UNCTAD origin rules working group could hardly be resisted. Committee clearly recognized that these were tactical responses which would not be easy to realize successfully.

10. No further meetings of the Committee's Ad Hoc Group were fixed. But clearly it will have to get down to the really hard work of trying to thrash something out, once the revised United States and Japanese submissions have properly sunk in and been clarified in their essential elements.
