which Derek Jones gave to Tran in September (Jones's letter to you of 22 September refers). Tran said it was much too soon to say whether there was any hope of success on this basis, but it was at least encouraging that his superiors were now prepared to have a try. He had been told to work on the assumption that textiles would be excluded from the Community offer and this was certainly going to make discussions on Hong Kong with the member states a good deal easier. He promised to keep me in touch with the progress of his efforts.
