Hong Kong

Thank you for your letter of 11th August. It is welcome news that what we said at the last meeting of the O.E.C.D. Group on the question of beneficiary countries was helpful to the Commission and has enabled them to take further the preparation of their proposals on the treatment of Hong Kong along lines that might be acceptable. We shall of course be ready to discuss this further with di Martino or Tran although if detailed proposals on individual products are to be discussed it is best done when Derek Jones is back in Geneva, which may not be until late September for all I know. Goldsmith and I will be in Geneva from 26th August for the Trade and Development Board and will seek an opportunity for further discussion on all this with di Martino who I believe will also be there.

In addition to the question of Hong Kong we shall also wish to discuss with him the problem of textiles in the generalised preference scheme which the E.E.C. have asked should also be discussed at the next meeting in Paris on 3rd September.
