Japanese Submission
The E.E.0. regard the Japanese offers as considerably more restrictive than their own but they are not much concerned with what the Japanese do in any event.
4.
#.#.0. Duty Quotas
We went over the E.E.0's formula again end they confirmed that the intention is to divide products in the industrial chapters into three Categories:
(a) the sensitive goods covering between 00 and 40 tariff headings with duty free import· controlled · by means of import licences granted in advance. On each product the total annual quota for the Community will be divided into five (Belgium and Luxembourg forming one unit) and each separate customs administration will be responsible for the licensing end control of the sensitive importe within their share of the quota. Presumably the five shares will not be equal în amount.
(b) semi-sensitive products numbering between 40 and 50 which will also be subject to import Licences;
licences will however bo grented automatic ally for any amount and without restriction.
(c) non-sensitive products which will not require individual licences and will not be subject to any control, other than the existing statistical returns which will enable the Community to check whether potentially. sensitive volumes of imports are occurring.

Textiles
As expected, the Community intend to urge other members of the 0.3.0.D. Group to make some contribution in the textiles sector in their

/preferences.
