As regards Hong Kong you should see the attached copy of a memorandum from Derek Jones in Geneva which, on this occasion, he has not copied to you. I hope he will not object to my forwarding it to you. As you will see from the letter annexed to his memorandum, he is reasonably content with the progress made so far and considers that the next step should be for the treatment of Hong Kong to be raised as a specific issue of importance by the U.K. at the next meeting of the Group. I am not clear at the moment whether to wait for this issue to be raised by one of the other members or to do so myself when we discuss the Secretariat draft on beneficiary countries. I agree however that it is better for the issue to be raised clearly within the Group before making formal representation either in Brussels. or in the capitals of the Six.
