In the second paragraph on page 23 of TC/Pref/69.22

there is a statement to the effect that countries, territories

or regions, claiming developing status, should make their

applications without delay. HMG have not yet formally given

any indication of the position in a generalised preference

scheme of their Dependent Territories and those countries of

the Commonwealth for whose external affairs they are responsible.

HMG wish, therefore, to claim the benefit of preferences

for the under-mentioned countries and Dependent Territories, all
