The arrangements should not involve the grant of reciprocal advantages by developing countries for the exports of developed countries. They should however, be bacension for developing countries to bronden market opportunities among themselves on a mylonal basis. They should also be of assistance to the developing countries Ja Mbote of forta to accelerate improvement in the conditions of employment and the min-bergs of living of their people. It would help if these countries agreed to take wonoured to encourage foreign investment as an additional spur to industrialization.
