I think it is useful to know that Mr. Jones shares Mr. Goldsmith's (and our) conclusions that
diplomatic representations should not be made in Community capitals.
2. We cannot always rely on Hong Kong being kept
fully informed of all developments by Mr. Jones
nor must we assume that 'r. Jones necessarily reflects Hong Kong's considered views. In my view it was
right and necessary to tell Hong Kong of the
conclusions reached here and to give them the
opportunity to express any contrary view. would expect this of us. Even if, in this case, our exchange with them is perhaps an unnecessary formal exercise, there is every a dvantage in our
