UNCTAD Preferences
Thank you for your letter of 26 March about your meeting with Tran,

For ease of reference, I am enclosing with this letter, two extracts from the record of Hughes' discussion with Commission officials on 28 March which cover all that was said on the UNCTAD tariff preference question. As you will see, the Commission were disappointingly negative on the Hong Kong point; but I should explain that the discussion on this was limited to the last two or three minutes of the first meeting and one should not therefore read too much into the exchange.
3. I will keep in touch with Tran about the progress he makes
In the light of within the Commission on the Hong Kong point. what he tells us, we can consider what, if anything, else we should do to follow up Hughes' discussion. It may be that nothing more will be needed but I would be surprised if everything went smoothly even with the limited concessions which Tran is proposing.
