Brussels and perhaps meet him in the U.X. Delegation or the Hong Kong office. Alternatively, and perhaps this may be better, we could have a discussion here in Geneva during the forthcoming meeting of the UNCTAD Special Committee on Preferences from 30 April to 6 May if, as I assume, Tran will be attending. If so, he might perhaps have a meal with me and we could go over the ground either in my office or my appartment. A third possibility is that we might meet somewhere in Paris during a session of the OECD Ad Hoc Working Party on Preferences, again if Tran were to attend. The next meeting of this Working Party is scheduled for 23 April so it may be a little early. On the whole, I should imagine that Geneva would probably be best if Tran is coming here But, I would certainly be prepared to come to Brussels at a time when I am not committed here. You might also point out to Tran that I would certainly not rule out any form of meeting he desires from an informal get-together with him to something more formal with other officials of the Commission being present. The object would be a technical examination of the possibilities without commitment and, within that framework, we would, of course, do our very best to try to reach a solution which would meet the difficulties of both sides; if you think this proposal is a reasonable one and you approach Tran on these lines perhaps you could let me know the result with all due spood in view of the time factor involved in all this.

I am sending a copy of this letter to Goldsmith and to Fall in the Vission here.
