5. You have seen from UKDEL OECD Telegram Number 62 that the Americans hope to table their submissions "as early as possible in July". Their submissions will consist of several lists on different hypotheses, apparently duty free entry, duty reduction or duty quotas. The Group will meet in July to examine all the submissions and to begin the process of producing agreed proposals by some time in October or November. In the light of this time- table we shall wish to put firm proposals to the PCO if possible during July so that we can be clear on the line to take in OECD when the pace of its discussions becomes much faster in September.
