asked to continue the work of the Committee until it could present its final report to "a subsequent session of the Board.

Group D

The only contribution of the USSR delegate on behalf of Group D in Plenary was to reaffirm their support for preferences and their view that the question of the equivalent measures to be taken by Group D "should be considered within the framework of Resolution 15 (II)". The only other member of Group D to speak was the representative of Rumania who argued that his country was in a similar position to many developing countries. and expressed his country's desire to share in the benefits of the scheme of preferences as well as to diversify its imports from developing countries. The response of the spokesman for the Group of 77 was that he hoped that the policy mentioned by Group D "would become a reality" Group D did not take part in the contact group until Brillantes insisted that they should be present and in the event they were prepared to accept the conclusions of the report.

Commonwealth

Commonwealth developing countries made no contributions in Plenary or in the contact group, although represented there. From informal contacts it appeared that no consultations with the U.K. bilaterally or under the auspices of the Commonwealth Secretariat were regarded as appropriate until the work of the OECD was nearer completion.
