15. In the case of processed agricultural products where

there are positive lists of offers, the figurés requested by O.E.C.D., for the most part already provided, would enable the first step towards evaluation to be made in the way described.

But we do not have for each country the figures, for instance total dutiable imports of processed products (although the

inclusion in some countries' offers of primary products is a complication) from beneficiary developing countries that would serve as a basis for comparing the relative values of countries'

offers.

16. What is now needed is agreement in 0.E.C.D. on the figures

which each country should provide to serve as a basis for the

evaluation and comparison of offers. It is arguable that the existing level of imports (dutiable and total) of the categories of goods in question from the beneficiary countries is not necessarily a sufficient guide since it may reflect previously restrictive policies towards those imports. There is consequent- ly a case for taking into account also the total value of imports
