UNCWAD: TARINE PREFERENCES FOR
DEVELOPING COUNTRIES
In PCO(69)3 of 17th February the position then reached
on tariff preferences for developing countries was summarised
and the Committec's agreement sought to table the U.K's
illustrative lists in 0.E.C.D. on 1st March and to proceed to
the next stage of the negotiations. The purpose of the present
paper is to describe events since then and to discuss what
modifications should be made in the U.K's offer.

2. The 1st March deadline was met by the U.K., E.E.C., the
Nordic countries, Switzerland and New Zealand and lists have
since been tabled by Canada and Austria, but the U.S. still
has not submitted its list, and Japan is not prepared to
exchange its list with the other donor countries until the U.S.
list is received. No list has yet been tabled by the Irish
Republic, and Australia has simply referred to its existing
unilateral scheme of tariff preferences for developing
countries.
3. The failure of the Americans to table their list has held
up work in the 0.E.C.D. and caused considerable disappointment
at the second session of the U.H.C.T.A.D. Special Committee
of Preferences held from 28th April to 2nd May. The Americans
have now stated that their list will be submitted as early
as possible in July and it has therefore been agreed in 0.E.C.D. that the lists so far submitted (except that of Japan)
should be circulated to all the members of the Ad Hoc Working Grov
