5. It is proposed that the departments concerned should meet in order to have a preliminary discussion on the basis of this draft in order to agree the amendments necessary before we go to PCO. This meeting has been arranged for Monday July 21st at 3.00 p.m. and will be held in room LG 10 at Victoria Street Goldsmith will be in the Chair.
6. I hope that all the recipients of this letter can be present or represented. John Morris, who is attending the OECD Ad Hoc Group in Paris this week, will then be able to report any new information on the intentions of other countries that they might havo disclosed.
