Generalised Preferences: the U.K. Offer

As agreed at Monday's meeting I am sending you

comments on the draft PCO paper enclosed with Kemmis

letter of 17 July. As you know, we support the gen

line of the paper.

There are, however, one or two

points we would like to see expressed a little

differently. ›

Para. 21. I agree that the reactions of the U.S.A.

Japan to a modification of our offer need not concer

us too much. The Scandinavian countries are, howeve

in a rather different position as they may well be

counting on our support in arguing that a more gene

attitude should be taken by OECD as. a whole.

surely cost us nothing and might well be to our adva

tage from a tactical point of view to give them some

advance warning of the changes we proposed as I sug

ted in my letter of 4 June to Kemmis, Perhaps you

could add at the end of the second complete sentence

"although there could be advantage in giving the

Scandinavian countries some informal advance indicat

of what was proposed".

I find the argument in the second complete sentence

page 15 rather strained. If we decide to exclude c

textiles from our offer altogether we are surely no
