I am attaching a copy of the translation of papers we have managed to acquire describing discussions of an EEC Working Group which has been meeting to consider the EEC offer under the scheme for generalised tariff preferences for imports from developing countries. I need hardly say that these must be regarded as strictly confidential and that it should not be disclosed that we have them.
Hannay has since sent to us and to Britten on a confidential basis a copy of the Commission's submission to the Council on preferences, which of course to some extent supersedes the earlier papers but we still thought it useful to circulate a translation of the latter as background. We will circulate a translation of the Submission as quickly as possible and in the meantime I am attaching for MAFF and Treasury a copy of Hannay's letter covering the submission.
I am copying this to Holroyd in MAFF and Slater in Treasury.
