e arrangements should not involve the grant of reciprocal advantages by developing countries for the exports of developed countries. They should however, be t... occasion for developing countries to broaden market opportunities among themselves on a regional basis. They should also be of assistance to the developing countries in their efforts to accelerate improvement in the conditions of employment and the standards of living of their people. It would help if these countries agreed to take measures to encourage foreign investment as an additional spur to industrialization.

The United States Member stated that, in his view, a key element in any arrange- ments for the grant of special tariff treatment is the phasing out, as rapidly as possible, of existing preferences extended by some developing countries to some developed countries.
