(b) Common administration procedure for import quotas. regulation establishes common rules for the administration of quotas and procedures for allocating the quotas agreed upon. It therefore makes possible the implementation of the decisions on the protection of the Community, their object being to enable the Council to establish quantitative Community quotas, either autonomously or through negotiations with the Member States. The regulations apply to all products. agricultural products their geographic application is general. The same holds good in respect of other products except in cases where special rules become necessary because of a particular economic or political situation in certain non-member countries. An attempt must be made to find a solution to this problem before the end of the transitory period.

Besides this, it should be stressed that there is still much work to be done in several important branches of commercial policy, particularly:

(i) Overall export policy (export aid, credit insurance, etc.);

(ii) The question of "active commercial policy", that is action

to be taken if non-member countries importing Community products adopt abnormal attitudes or, more specifically, discriminate against such products.
