2. Until each Member State adopts provisions enabling nationals

of other Me ber States to carry out import transactions in its

territory under the same conditions as persons who are es taolished

therein, each Member State may refuse to certify a document to

persons who are not established in its territory. This provision

shall not interfere with the obligations deriving from the Council's directives on freedom of establishment and of providing services.

3. The preliminary import notice shall only be valid for import

transactions carried out in the Member State which certified it.

4. When one of the situations defined for the Community in Article

10(1) skall occurs or is likely to occur for a Member State, that

Member State if his interests so necessitate, may suspend certifying

import notices and if need be, reintroduce quantitative import

restri tions subject to complying with the provisions of Regulation s
