Article 10
Whenfimporta into the Community of a product under supervision
increase to such an extent and/or under such conditions as to

2. If measures adopted by the Council consist in introducing

products which are already in transit, whether they are accompanied

or other import document, within the meaning of Article 2(a).
Article 11
1.
When one of the situations referred to in Article 10(1)
is likely to occur in the near future and when the interests of
the Community necessitate immediate action, the Commission may,
at the request of a Member State or on its own initiative:
(a) Shorten the period of validity of the import documents within
the meaning of Article 2
