the withdrawal of one or several products listed in Annex I
hereto in relation to one or several countries listed in Annex II
hereto;
the withdrawal of one or several countries listed in Anrex II.
Fixing Community quotes; when doing this, the Council shall ake
into account, until a common trade policy is introduced, the
extent to which a situation such as that defined above is likely
to occur in all Member States.
Article 5
In derogation from the provisions of Articles 2 and 4, the Council,
ruling on a proposal which the Commission may make either at the
request of a Member State or on its own initiative, may, in accordance
with the voting procedure laid down in Article 111 (3) of the
imantitative impor
Treaty, authorise a Member State to introduce restrictions, ku the
guantities imported.
Article 6
In derogation from the provisions of Articles 2, 3, 4, and 5, a
quantitative import Member State may, in cases of emergency, introduce restrictions in the
imported. That State shall immediately notify the
Commission of the measures taken. The Council shall, on a proposal
of the Commission and in accordance with the voting procedure laid

down in Article 111(3) of the Treaty, take a decision ixxrespaCLXIÊX extending
