COUNCIL
OF THE EUROPEAN COMMUNITIES,
HAVING REGARD to the Treaty setting up the European Economic Community; and in particular Article 111 thereof;
HAVING REGARD to the proposal of the Commission,
WHEREAS the Council by its Decision of 25 September, 1962(*)
adopted an action programme in respect of a common trade policy,
aiming, inter alia, to the standardization of the import
procedure of Member States towards third countries;

WHEREAS in accordance with the procedure laid down by the
above-mentioned action programme, the Council, on proposal of
the Commission and in pursuance of the provisions of Article
111 of the Treaty, decided to draw up a common list of liberlised
level of products as soon as a sufficientystandardization has been reached; offert dischet text
WHEREAS in these conditions, a common list of liberalised products
may be drawn up; whereas this list should at this the present
stage show the common customs tariff numbers of the products
fully liberalised in the Member States in relation to the above-
mentioned third countries;
