the Governor, no action on our part seems to be called
for.
Although (c), which was copied to the Governor,
refers to the correspondence on equal pay, its main
object seems to be to seek the Minister of State's views
on the question whether the Association would be serving
the best interests of local officers by entering into a
further agreement with the Hong Kong Government for the
continuation of the Senior Civil Service Council under
its present constitution. The possibility of a Royal
Commission to look into staff relations is also raised.
It seems to me that we should, perhaps, ask the Governor 5 12 mit
