that the Senior Civil Service Council was only created just
over a year ago and that it is to be expected that the
associations and the official side will have to feel their
way for some time with this new machinery, all the time
gaining the experience in the give and take of the consul-
tative process which will, as long as the right spirit of
goodwill prevails, in due time provide the basis for the
achievement of the Council's objects.
