CONFIDENTIAL
LETTER
To: CHUNG Wah-leung, Esq.,
President,
Hong Kong Chinese Civil Servants' Associa tion, G.14, Main Wing,
Central Government Offices,
Lower Albert Road,
Hong Kong.
Sir,
Staff Relations in the Hong Kong Civil Service
I am directed by the Secretary of State for
Foreign and Commonwealth Affairs to reply to your letter
of 7th June 1969 concerning staff relations in Hong Kong
which you addressed to Lord Shepherd during his visit to
Hong Kong.
2.
I am to say that neither the Secretary of State
nor Lord Shepherd can agree that there is any need to
appoint a Commission to enquire into staff relations in
the Hong Kong Civil Service. In forming this opinion,
they have taken due account of the grievances you have
mentioned in your letter and the note of the meeting you
held with Mr. Daniel Jones, M.P. in April 1969. It appears
to the Secretary of State that the Senior Civil Service
Council (the constitution of which was forwarded to him
by the Hong Kong Government when the 1968 Agreement was
signed) provides adequate machinery for full and frank
discussion of service-wide matters that concern the staff.
