We need to decide whether the reply should issue from the Colonial Government on Lord Shepherd's behalf as the Governor suggests, or whether Lord Shepherd should write himself, or this Office on his behalf. I recommend that the Colonial Government reply and if this is agreed we will touch up the draft and probably abbreviate it. I would not make, the same sort of reference to British experience of Civil Service staff relations as the Hong Kong draft does.
