unfortunate, but inevitable, that Staff
Associations which participate in joint consul-
tative machinery of this kind some times have to
sacrifice a viewpoint of conviction to avoid
other wine
clashes of opinion which might result in a
collapse of the machinery. But herds....
Given this very short life Lord Shepherd
feels that the Senior Civil Service
Council
cannot yet have had a fair trial, and it is to
be expected that the Associations and the official
side will have to feel their way for some time
with this new machinery, while gaining experience
in the give and take of the consultative process
which will, as long as the right spirit of good
will prevails, in due course provide a basis for
the achievement of the Council's objects.
