When Lord Shepherd visited Hong Kong in June the
Chinese Civil Servants' Association presented a petition
and memorandum,which was acknowledged. It was agreed
that we should ask the Governor what, if any, further
reply should be sent. The Governor has sent us a full
draft reply, which he suggests he sends to the HKCCSA on
Lord Shepherd's behalf.
