When Lord Shepherd visited Hong Kong in June the Chinese Civil Servants' Association presented a petition and memorandum, which was acknowledged. It was agreed that we should ask the Governor what, if any, further reply should be sent. The Governor has now sent us a full draft reply, which he suggests he sends to the HKCCSA on Lord Shepherd's behalf.

2. I recommend that the Governor should be authorised to reply to the Association along the lines of his proposed draft as amended.

A revised draft is attached.

3. The Association made two main points. First they asked for advice whether they should continue to participate in the Senior Civil Service Council. This is a consultative body, composed of the three main Staff Associations and the official side, which was at that time due for the first review of its year-old constitution. Secondly, the Association suggested a Royal Commission to look into staff relations in the Hong Kong Civil Service, apparently on the grounds that the consultative machinery has failed.

However, only ten days after the HKCCSA petition was written they decided for themselves to continue to participate in the Senior Civil Service Council, with only one minor amendment to its constitution - the appointment of a staff side secretary. we can expect some teething troubles so far as the HKCCSA is concerned. There is a degree of identity of interest between the other two Associations comprising the staff side of the Council, i.e. the Association of European Civil Servants and the Senior Non-European

The Officers Association which both represent only senior grades. HKCCSA, representing predominantly junior grades, is the odd man out Its and the interests of its members tend to be a little different. decision not to withdraw is welcome and our reply, I suggest, should encourage it to continue to collaborate in the Council, standing firmly against the idea that a "Royal Commissi on" or any other form of enquiry is necessary.
