We do not consider that this recommendation will be found to be in conflict with the principle of fair comparison. In outside employment, where male and female remuneration differs there is usually some material difference in the quantity or quality of the work done by each sex.

Paragraph 103.

Idaving reached the conclusion recorded in paragraph 99, we have considered possible methods whereby parity may

be achieved. In doing so we have borne in mind our objective which is that any woman performing equal work with men, in the sense described in (a) and (b) of paragraph 98, should enjoy parity with men from the date of her entry into the Service. In all the circumstances of Hong Kong, however, we consider that this objective should be realized in accordance with a phased programme extending over

a reasonable period of time which should not exceed 10 years. That in 1966, the Idong Kong Government officially

announced the adoption of the recommendations contained
