(D) H.M.O.C.S and O.S.A.S.:

Correspondence on matters affecting HMOCS and other

expatriate officers in the service of dependent

territories will be dealt with as follows:

(i) Correspondence on day-to-day matters affecting

the employment of these officers will normally

be between the Ministry of Overseas Development

and the governments concerned. Correspondence

on wider policy issues which may have political

repercussions, e.g. variations in the Overseas

Service Aid Scheme, and on particular cases which

give rise to special difficulties including

transfers of HMOCS officers, will be between the

Foreign and Commonwealth Office (who will consult

with the Ministry of Overseas Development) and

the governments concerned. Governments are

requested to copy to the F.C.O their

correspondence with the O.D.M. and vice versa.

(ii) The Ministry of Overseas Development will

ordinarily correspond direct by government to

government telegram, savingram or by semi-

official letter, on routine administrative

natters such as:
