with the Foreign and Commonwealth Office about aid requirements

following natural disasters. There is frequently a development

element in reconstruction programmes needed after natural disasters and assistance towards such programmes may therefore fall on votes controlled by the Ministry of Overseas Development as well as those controlled by the Foreign and Commonwealth Office. The Foreign and Commonwealth Office consults with the Ministry of Overseas Development in the formulation of such programmes.

VI. Technical Assistance

Technical assistance is largely handled by the Ministry of Overseas Development; the following code of practice applies to the handling of correspondence:

(A) Experts: Correspondence up to the point at which

the expert has been offered and accepted by the

recipient Government should be copied to the Foreign

and Commonwealth office. Thereafter you need copy to the Foreign and Commonwealth Office only such

correspondence as you consider the Office should see for

any reason.

(B) Trainees: Only application forms which governments think may have political significance need be copied

to the Foreign and Commonwealth Office.

(C) Equipment Correspondence should be copied

to the Foreign and Commonwealth Office up to the

point at which a decision is taken on what

Her Majesty's Government should supply.
