particularly following visits by Advisers.

Schemes or proposals

The

initiated by dependent territories should be sent by them to the

Foreign and Commonwealth Office for examination, with a copy for

innediate communication to the Ministry of Overseas Development;

dependent territories in the Caribbean should send a copy to the

British Development Division in the Caribbean, Barbados.

Foreign and Commonwealth Office and Ministry of Overseas Development

(and the Development Division as appropriate) then consult

together on the schemes or proposals, and where the provision of

development aid is involved, the Foreign and Cormonwealth Office

nakes its views known to the Ministry of verseas Development which

is the Department responsible for processing applications for aid.

The Ministry of Overseas Development does not give effect to schemes

of development aid or other projects affecting development, wherever

initiated, without the agreement of the Foreign and Commonwealth

Office. This is necessary because of the Foreign and Commonwealth

Secretary's responsibility for the dependent territories and

because of the implications of development schemes for their

budgets, and their general financial and economic prospects.

IV. Budgetary aid and terms of loans

In determining budgetary aid for the grant-aided dependent

territories the Foreign and Commonwealth Office consults with the

Ministry of Overseas Development. Similarly the Ministry of

Overseas Development consults with the Foreign and Commonwealth

Office in fixing the terms of development loans because of their

budgetary and wider financial implications.

V. Aid for reconstruction programmes following natural

disasters

Governments of dependent territories should correspond
