The Foreign and Commonwealth Secretary exercises these

responsibilities in consultation with the Minister of

Overseas Development in relation to (a) and in relation to

budgetary assistance and reconstruction prograrnes under (b),

as set out below.

The two Departments work in close consultation in

discharging their functions in view of the inter-relationship

between development aid and all other forms of financial

administration and assistance. The following arrangements have been agreed between the Foreign and Commonwealth Secretary and the

Minister of Overseas Development: -

Development Plans

The

As stated, the Foreign and Commonw.alth Secretary

remains responsible for the approval of development

programmes prepared by the dependent territories.

Foreign and Commonwealth Office makes full use of the

O.D.M. its economic planning staff and technical

advisers in the consideration of such programmes. The

O.D.M. for its part consults fully with the Foreign

and Commonwealth Office as to the amount and forms of

British development aid and other external assistance

and the two Departments work in agreement in these

matters.

II. Aid Allocations

The Minister of Overseas Development is responsibile

for making allocations of U.K. development aid but acts in

this matter with the agreement of the Foreign and

Commonwealth Secretary.

III. Individual Aid Schemes

Individual schenes are prepared initially in the

dependent territories, but it is open either to the

Ministry of Overseas Development or to the Foreign and
