DIVISION OF RESPONSIBILITIES BETWEEN THE FOREIGN AND

COMMONWEALTH OFFICE AND THE MINISTRY OF OVERSEAS DEVELOPMENT
The Minister of Overseas Development is responsible
for development aid to the dependent territories. The Foreign
and Commonwealth Secretary is responsible for their financial
and economic policies. In the exercise of this general
responsibility, the Foreign and Commonwealth Secretary remains
responsible for -
(a) the content and approval of development
programmes;
(b) the provision of budgetary assistance, emergency
assistance and reconstruction programmes resulting
from natural disasters, and all other forms of
financial assistance (e.g. military and security
assistance) except development aid.
