technical assistance.

There are two main categories of aid

Financial aid comprises development

financial aid and

aid in the form either of grants or loans, and budgetary aid.

Development aid comprises allocations of funds provided for specific

projects e.g., schools, airfield improvements, roads, etc.

Budgetary aid consists of grants-in-aid provided on an annual basis

to certain overseas governments towards the recurrent expenses of

administrations. It is the policy of H.M.G. to taper off budgetary

aid by progressive annual reductions wherever possible.

Technical assistance is provided to assist less developed

countries in their social and economic development and in the

improvement of their public services, including those of local

authorities and statutory bodies. It is furnished at the request

of the recipient governments, and in accordance with their own

estimates of priorities, within the limits of available financial

and other resources (and of course the judgment of Her Majesty's

Government as to the suitability of any particular project.

Assistance is given in the following principal ways:-

(a) Providing expert British advisers and in suitable

instances the services of British firms of consultants

subject to the provisions of certain facilities by the

recipient country and the reimbursement by that

country of a suitable part of the cost of any

consultancy.

(b) Providing assistance in supplementing the salaries

of British members of overseas public services

(the Overseas Service Aid Scheme)..
