H.M. Commissioner and Consul, Tonga, who is requested to
transmit a copy of the note to the Tonga Government;
and, to
the British Government Representative in St. Lucia, who is
requested to send a copy of the note to the Governments of
the Associated States. The despatch is copied to the
British Development Division in the Caribbean.
