Please see draft which I propose to send to Mr. Wilde (Financial Policy and Aid Department) in answer to his minute at 3. This individual draft circular saving despatch complements the previous draft about CD and W funds, although the scope of the latest despatch is wider and deals with capital aid and technical assistance, and also goes in for some explanation of the shares and of responsibility for this subject between the FCO and ODM.
