Development Aid to the Dependent

Territories and Associated States after March,1970.

While the attempt to make territory governments adopt a modified cost/benefit approach to the projects which they submit

is basically a good idea, I wonder whether the smaller terri- tories (or even the not so small) will be able to do this. Ι

also wonder whether they will be able to produce meaningful development plans (or get them in on time). Unsatisfactory

background material or inadequate costing may hold up a project

which might in fact be an urgent and useful scheme. No doubt

this happens now,but I wonder whether the new scheme could reduce

administrative delays if, say, in the West Indies the Dev. Div.

could undertake to help the smaller territories in the prepara-

tion of their projects.and development plans?

I wonder whether the project approach will rule out small schemes which could hardly be called 'projects' (and which are of course costly to process and administer) but for which at the

present time there is no source of finance other than C.D.W.?
