Dependent Territories:
Financial and Aid Questions
We have been considering in the Administration the structure of Financial Policy and Aid Department, which with its three distinct main functions (monetary policy; co-ordination of British aid policy; and financial and aid policy questions in Dependent Territories) has proved to be a somewhat unwieldy organisation.

To streamline the department and at the same time bring the budgetary and aid work connected with Dependent Territories closer to other Dependent Territories work, we should like to propose transferring the work now done in Financial Policy and Aid Department by Miss Durbin (Grade 6) and Mr. Hunt and Mr. Hall (Grade 9s) to the geographical Dependent Territories Departments. Under this proposal (although the details of this might be worked out in various ways), Miss Durbin might transfer to Pacific and Indian Ocean Department, Mr. Hunt to West Indian Department and lir. Hall to Gibraltar and South Atlantic Depart- ment.

Possibly these three departments, or one or two of them, could take over this work without extra staff, and we have of course no wish to add staff to them if this is not necessary.

Financial Policy and Aid Department would retain the ultimate responsibility for co-ordinating aid policy as a whole within the F.C.O. vis-à-vis the Treasury and ODM, although I imagine that this point may be pretty academic asfaras the work of Miss Durbin, Mr. Hunt and Mr. Hall is concerned.
Unless you see any objection to this proposal, we will work it out in detail with the Heads of Department concerned.
