Committee on Budgetary Aid

Mr. O'Brien and I attended the first meeting of the Committee on 25 February. Discussion was confined to the first 6 items in the attachment headed "Possible Scope of Enquiry" to BAC 2 which I had previously circulated.

A more elaborate paper expanding on question 1 of the "Possible Scope of Enquiry" paper was circulated at the *meeting ană a copy is attached.

Action agreed upon was that an attempt would be made to assemble information on points (1) to (8) of the attached framework paper in time for a further meeting of the Committee at about the end of April. So far as the Dependent Territories were concerned, Dependent Territories Administration Departments, in consultation with Financial Policy and Aid Department and Foreign and Commonwealth Office Economists, would be responsible for obtaining the information either from material already available on F.C.O. files or by enquiring from territories or a combination of both. Point (8) of the framework paper was to be expanded so as not to relate the computation of future recurrent expenditure solely to decisions already taken but rather to existing policies (including development policies).

Mr. O'Brien and I envisaged that, even if a good

territories deal of material could be produced within the F.C.O., would in fact be consulted and that in doing so we would send them the framework paper which will, however, be revised and simplified; modified so far as (8) is concerned on the lines indicated above; and would include (14) but not (9) to (13).

In addition to action as above, material would be assembled before the next meeting of the Committee to deal also with the questions at (3) to (5) in the "Possible Scope of Enquiry" paper.

I presume that action on all the above will be initiated by F.P. and A. Department once the record of the meeting on 25 February is available. But I thought you might like to know at once what emerged.
